Project History
The State Government approved the CBD Courts Project in 2003, inviting expressions of interest from the private sector in August that year. Submissions closed in October 2003, with the Western Liberty Group subsequently named one of two consortia invited to bid for the development rights.
An interactive bid process began in March 2004, with final bids received in September 2004. A detailed evaluation process followed and – after further negotiation – Western Liberty Group and the State Government signed the PPP agreement on December 23, 2004.
Stage 1
On June 28 2005, Western Liberty Group and the State Government celebrated the launch of construction of the District Court building. Service commencement occurred on June 3 2008.
Stage 2
Stage 2 of the project involved the redesign and construction of the Custody Centre at the Central Law Courts. Service commencement for Stage 2 occurred on November 17, 2008.
Stage 3
Stage 3 of the project involves the upgrading of security systems in the Central Law Courts and was completed in May 2009.
